Generalise RGB-D net streaming

Have generic code for streaming an RGB-D source, moving it from the vision app into a common component. Also, allow RGB-D sources to be located by URI, regardless of if they are on the net or entirely local. Means stream name becomes a part of n RGB-D source definition (all RGB-D sources have a URI even if not on network).
