Frameset already complete problems

First, this should not be happening at all and may be caused by unwanted temporary latency. Second, when it does happen the stream must be reset to force a new I-frame and allow recovery, otherwise the video frames become corrupted. It is possible that a frame gets marked as completed before other packets have finished.
