Use NVENC without NvPipe

Remove use of NvPipe and use Nvidia Video SDK directly. Reason is that I need to make more changes to directly access the raw video format to properly do the image post processing.

Partially done in recent merge, the decoder now uses the SDK directly to obtain raw NV12 10bit data.
